I have met this issue two. On both Juno or Icehouse.

Sometimes I get the "no lease, failing" in the nova console-log when I boot a new instance, which leads to the neutron port associated with VM "DOWN".

And I discovered that by restarting the nova-compute and neutron-plugin-openvswitch-agent service on the compute node and reboot the VM, the port always become active and the DHCP is successfull: "Lease of XXXX obtained"
