Ok, as per drivers meeting let's keep the work rolling, and get this RFE updated to cover the latest QoS meeting details (no modification to the API), that was @armax concern on comment #8.

Also, we need to file a high level spec, or a devref explaining the high level of the thing, to gain user visibility on the proposed user workflow.
