I think there needs to be some check to see when neutron-l3 agent starts up properly, just as it is done with wsgi server. The hard coded sleep scheme won't work, especially when there is load on the server. At least it may be indicative to some trouble with the agent service startup if we can cap it to 25 secs or so, i.e. with some mechanism to check its up state/proper startup.
