Release notes

This 0.9.22 release is purely fixing bugs/segfaults and mem-leaks. notify-osd has been scrutinized thoroughly under valgrind to identify all mem-leaks and invalid reads. While the best efforts were made to eliminate all mem-leaks, a huge portion of leaked memory is not happening withing the control of notify-osd, but in external libraries it uses. Still to avoid notify-osd consuming all the system-memory over time, a shutdown/restart mechanism has been added for the time being, which implicitly causes any allocated leaked memory to be returned to the system.
