Sorry, the default for compute_fill_first_cost_fn_weight is actually -1.0 in our installation.
Thus, the result is correct, this is not a bug.
The code comments into compute_fill_first_cost_fn ("""More free ram = higher weight. So servers will less free
    ram will be preferred.""") led us into error.
