It looks like commit [1] resolved this bug completely. The command:

    grep -R "from nova.openstack.common import policy"

didn't bring any result in the current nova code base (commit 5bef6fbc0).
It's already available in:

    git tag --contains a4b2ade4794d5952527181abf1ee482dd16b8295
    13.0.0.0b2
    13.0.0.0b3
