Thanks for reproducing and for the suggestion. I'm glad to hear I'm not completely crazy :-)

Setting use_usb_tablet to False didn't fix it for me - same symptoms as before.

Changing use_usb_tablet doesn't really fit my mental model here :-) Did this fix your devstack vs the above script, or bug 938699? If it fixed your devstack, can you please try running it a few times, just to check that you didn't 'get lucky' (as I'm sure this is timing dependent).
