Comment 4 for bug 1586138

need several steps for this bug,

1st, with openstack-ansible add necessary apt-get packages to utility container.

2nd, with openstack-ansible_os_tempest, add the pip packages to the playbook, add the os_integration_testing playbook.

3rd, rectify the run_tempest.sh and openstack_tempest_gate.sh to run the integration testing.
