Launchpad is presently building the Microsoft Azure contributions to Quagga for Ubuntu versions 12.04, 14.04, 16.04, 18.04 and 19.04, which can be installed by using the script at http://bind.tk/Jonathan-Ferguson/Quick-Quagga.0.99.24.1.
This branch contains three bugs which have been fixed in master. They are: ripd dies soon after having 'ip rip split-horizon poisoned-reverse' in its configuration, either from startup or when issued by vtysh; isisd dies when an interface drops and will print "ISIS: Assertion `((circuit->ipv6_non_link)->count) == 0' failed in file isis_circuit.c, line 506, function isis_circuit_if_del" to /var/log/quagga/isisd.log; and isisd gets stuck requiring a 'kill -3'.

Orange are assisting by updating their BGP-LS branch along with instructions at http://orange-opensource.github.io/Quagga-TE/.
