Timezone "Asia/Dacca" to be renamed

Bug Description

Capital of Bangladesh is no longer known as "Dacca", but as "Dhaka". Please rename this entry on timezone.

I'll look at pulling in a new pytz to see if that fixes things.

Stuart pointed out to me that the current version of pytz we are using has both Asia/Dacca and Asia/Dhaka in the list.

I'd prefer not to delete the old timezone name though: the pytz timezone database is a conversion of the Olsen database (used by glibc and others) -- if the zone should be removed, it would be better to do it there.
