Should support Bugzilla bugtrackers with version under 2.16

Bug Description

bugzilla.ximian.com, as other installations, run older, customized versions of Bugzilla. This causes checkwatches to fail saying

NotImplementedError: Unsupported version u'2.10' for http://bugzilla.ximian.com

It would be possible to support it, given the fact that it have an xml.cgi that returns information. For instance:

http://bugzilla.ximian.com/xml.cgi?id=1%2C2%2C3
