Export fails if the header encoding declaration and the content encoding don't match

Bug Description
After requesting to download my translations, I received an email with the following content:

Hello Pascal de Bruijn,
Rosetta has finished exporting your requested files.
However, problems were encountered exporting the
following files:
* fr.po
* nl.po
The Rosetta team has been notified of this problem. Please
reply to this email for further assistance. Of the 9 files
you requested, Rosetta successfully exported 7, which can
be downloaded from the following location:
http://
----

This problem comes from an encoding problem.
From what I see on the logs, the files failing now are:
* de.po
* fr.po
* nl.po
It's caused because those files have as the encoding 'ASCII' and there are characters that are not available using the ASCII characters.
I'm going to implement a workaround to it that if we get this problem, the file is exported as UTF-8.
As a workaround, you can upload latest version of those files, setting the charset to UTF-8.
Remember to check the 'Published' entry before the upload or you could overwrite any update done using Rosetta.
After your files are imported, you should be able to download all the updates.
