Display only "diff" translation when we have both product and distro package

Bug Description
When we've got both product with translations and distro package with translations, we might allow translators to only see "differences" in the distro package (i.e. allow them to translate only those messages which are new or changed in distro package, compared to upstream).
This would be just one step of our "better relations with upstream translation projects" effort, and it would be orthogonal to all our other filtering ideas.
In practice, it would allow us to have for example upstream debian-installer as a product, with it's translation, and distro package with only those messages which are specific for Ubuntu.
This is basically a different UI idea for multicast-
