In RDO, I have found a workaround to start the service by doing this:
ln -s /etc/neutron/neutron_lbaas.conf /etc/neutron/conf.d/neutron-server/neutron_lbaas.conf
After that, neutron-server can start.
This is definitely a packaging issue in the RDO side, that should work out of the box.
