This is simply to make the system be capable of hosting a website, as well as offering various CMS systems (Drupal, joomla, skat, etc) to create their websites on, as well as a flash-based template to work off.
1) the web server (specifically ports 80 and 443) must be unhackable.
2) The databases that the websites use must be accessible only from the server itself, or via a web interface from the internal network (NOT vpn clients)
3) Elements, such as the admin pages, confidential or important backend files, etc MUST NOT BE ACCESSIBLE from the http service.
