Tricircle stateless architecture proposal

The stateless architecture proposal is to make Tricircle a totally independent service from OpenStack projects like Nova,Cinder, and remove the challenges identified in OpenStack cascading PoC like uuid mapping, status synchronization and allow resource provisioning in each bottom OpenStack instances .
