Comment 2 for bug 1171956

This work has been partially completed, but the testcase still needs updated for the following:

-- "Restart system" needs translated for all languages
-- "Window Names" need translated for all languages, for example the "Keyboard Select" screen should have it's window title translated and part of the testcase
