Comment 1 for bug 1014639

It's because we are specifying specific files in the -html.docs file instead of whole directories (which would pull in the other langs as well). It is being installed to /usr/share/doc/ubuntu-packaging-guide-html/index.html and then overwritten by the multipage html's index.html
