Bug Description
Hello,
when I was in Ethiopia with limited bandwidth, I noticed that the entire
Ubuntu wiki runs on HTTPS, and so its pages cannot be cached by the
local proxy.
It would be nice if HTTPS were used only for logging in, leaving the
rest in unencrypted HTTP so that it can be cached.

Given everything that people are posting on the wiki is public and that the wiki has always been slow (likely due to the https handshaking), I think this makes sense,
