I've been playing with powertop today, very easy to compile, just a single make file. It shows the C states stats but says: "No detailed statistics available; please enable the CONFIG_TIMER_STATS kernel option"

It also recommends you enable the CONFIG_NO_HZ kernel configuration option for best performance, which is in 2.6.21
