Would it be posible to create a link in a menu like you talk about. A link to ubuntu-forum in the default language?
In a
german system: System->Help->german ubuntu-forum
french system: System->Help->french ubuntu-forum
and so on...
This would be very easy, so everybody can find very fast help (also dummies)....
