  * Manually add the equivalent of dh_autotools-dev since we're not using
    short form dh rules; Remove some rules that were attempting portions of
    the dh_autotools-dev rules; Needed for aarch64 enablement
    - update debian/rules
  * Add autotools-dev to build dependencies and bump debhelper build
    dependency to 7 to match
    - update debian/control
