Looks like you manually removed (or moved) the /etc/apache2/mods-available/reqtimeout.load file. This is supposed to be handled through a2enmod. Recreating that file (or purging and reinstalling apache2) should work around this error.

We should guard for that case by adding a || true and/or a slightly more precise versioning in apache2.2-common.postinst.
