This happened to me, too, and I certainly have never manually removed the reqtimeout.load file - it must have been something aptitude did in some previous upgrade stage. However, copying reqtimeout.* from /etc/apache2.orig/mods-available to /etc/apache2/mods-available allowed me to continue upgrading apache2-common.
