I want to say I agree with avih and had the same idea but I had no chance to update the bug yet. Currently sorting out actual upgrade failures that might be regressions from the new phasing though.
It remains to be seen if we can do this safely. We need to add a new flag "PhasedKeep" or something to the depcache and then make sure to always clear this if we do not keep it.
