    - Append PETSc include path to C/F/FCFLAGS.
    - Change to PETSC_DEFAULT_REAL, thanks Peter Michael Green.
  * Build-depend on debhelper (>= 9) to match compat level.
  * Bump Standards-Version, no further changes.
