I think some Ubuntu modifications to backuppc package (like preferring apache2) should be moved to Debian, then merging changes would be quicker and backuppc would be more up to date in Ubuntu.

Btw, some of Ubuntu changes (LSB logging in init scripts, support for /var/run, symlink /etc/backuppc/pc to /etc/backuppc) are already inlcuded in latest backuppc Debian package, so, it shouldn't be hard to merge backuppc 3.1.0-3 from Debian testing/unstable

I'm pasting Debian changes since latest Ubuntu package:

   * Added backuppc to /etc/aliases. Closes: #438331
   * Moved the pool size graphs to the bottom. Closes: #476659
