It's probably not fixed.
The comment by Steve Langasek rather announces the problem which José
Marinho experienced:
casper was probably adjusted to create the boot flag when creating the
persistent partition. Originally it did not preserve it.

We will see what the j3400 does on first and second boot attempt.
