Comment 9 for bug 2019293

I've tested the proposed package and it can fix the issue.

Test steps.
1. Deploy a 15.2.16 ceph cluster

2. upgrade it to 15.2.17, inject multiple service map to the monitor

3. stop the active mgr

4. observe the new active mgr will no longer hit the assert condition
