The answer was "no"...
I've since done a fresh install of Ubuntu 9.04 onto a clean disk and don't have this problem any more. Perhaps it was some old configuration files.
Version 0.95.2+dfsg-4ubuntu1.2 of clamav, clamav-base, clamav-freshclam and libclamav6 are installed.
