Another "me too" for this bug - I have 512Mb RAM and an English GB locale being created...
localedef --no-archive --magic=20051014 -i en_GB -c -f ISO-8859-1 en_GB
...this has been running overnight on a machine to which I don't currently have ready access! Oh the joys of a dist-upgrade :)
