I had the issue with the change of the system clock mentioned in some posts. Setting UTC=no in /etc/default/rcS solved this problem. I don't have any indication whether one of the other issues mentioned in the posts including the original bug reports can be fixed by this change.

As proposed above, I have posted a bug report about the change of system clock (as bug #37380).
