We fixed this is Debian with a patch to kdelibs..

kdelibs (4:3.5.8.dfsg.1-4) unstable; urgency=low

  * Add a patch to allow to dlopen .so files and not only .la files.
    Now kamera, digikam and others doesn't need to depend on -dev packages.
