I discovered that the reason for this behaviour is in the default /etc/dput.cf file, which has the following section:
[local] method = local incoming = ~/public_html/debian/mini-dinstall/incoming run_dinstall = 0 post_upload_command = /usr/bin/mini-dinstall --batch
It fooled me, because I had made my own [local] section in ~/.dput.cf, and dput chose the standard one instead of mine.
So perhaps it's not a true dependency problem.
