* new upstream release, reflecting project relocation (closes: #458257)
- update debian/watch to point to the new download url
- update Homepage field in debian/control
* fix vcs-svn field to point just above the debian/ dir
* rename upstream/ with tarballs/ and shorten debian/svn-deblayout
accordingly
- update debian/patches/00dpatch.conf to point to ../tarballs/
* refresh patch build_with_debug_info to match new upstream

* promote Homepage to a real debian/control field
* update standards-version, no changes needed
* setting me as an uploader, d-o-m as the maintainer
