Yesterday I updgraded my work PC to Ubuntu 9.10. I suffered the same problem.
I noticed that in /etc/fonts/conf.d there were the following links:
10-antialias.conf 10-hinting.conf 10-hinting-full.conf 10-hinting-slight.conf 11-lcd-filter-lcddefault.conf
Removing 10-hinting-slight.conf and adding 10-sub-pixel-rgb.conf worked for me.
