My philosophy is that we should design to support Ruby "fully". When we
implement, we can choose to phase in the work (e.g., first support "simple"
Ruby). But understanding the design for "full" support will influence how we
implement the first phase, and hopefully prevent us from going down too many
wrong paths that might give us headaches in the next phase.

WG3 stuff specifies the technology level, but we also need to specify the
application requirements and features. For some ideas, see my comment from
2001-04-27.
