What I did NOT expect, but many people have wisely duped into this bug, is ALL
dialogs (cookies, save as, etc...) seem to block network I/O.

I originally thought this "bug" could be solved by implementing 28586, but the
problem is broader (and more severe) than I originally thought.

The relevant dupes are: 132999, 196015, 207119, 207939, 209616, 210980.
