I've just filed it: it's bug 358452. I've tried to summarize there the current status of the issue, and the conclusions that were reached here. It's probably good to have that feature request in its own bug anyway, since this bug's summary was never clearly related to the multi-line enhancement. (Also note that bug 218223 is closely related: that's the bug for allowing long tooltips to wrap automatically in Firefox.)
