Why not make a preference to choose between the current behaviour for modifier+enter in the url and search bars and what would be consistent behaviour?

e.g., browser.urlbar.modifierAction

Setting 1 is everything as it stands currently.

Setting 2 disables the URL 'fixup' feature makes the behaviour when hitting enter in the url and search bars consistent with the rest of Firefox:

ctrl+enter = new tab
shift+enter = new window
alt+enter = save target

I suggest lumping search bar behaviour in with the url bar because as far as I can tell the only reason the search bar uses alt+enter for new tab currently is to be consistent with the url bar. (shift and ctrl currently have no effect.)

I really think a preference is warranted here; the inconsistency is really quite glaring and unnecessary to new/non-IE users (or anyone who doesn't find the fixup useful), but there is an entrenched (and likely vocal) part of the community that likes things they way they are right now. It would only take a handful of extra lines in browser.js and search.xml.
