It's no a model, it's happening in the real world and by professionals.

Of course not, they need to be approached by e-mail or in person where possible to convince them that it's for their own good. So, the UA is a screening tool.

Conditions on an enterprise/institutional level are different from the private setting, fingerprinting here is already possible just by the IP address being static of from a narrow range, thus providing a unique print. It's a trade-off between different interests, and help desks and administrators are using that information as it is available to avoid lengthy discussions with the user which version of what they are actually running. That's all I'm trying to motivate, not neglecting the opposing arguments stated in this bug.
