I confirm this bug.

Incorrect encoding happens in buddy aliases in ICQ (oscar).

All russian-speaking users set one-byte-encoding of oscar to cp1251 for compatibility reasons. And broken encoding looks exactly like UTF-8 string treated as cp1251 and converted to UTF-8.
