I have uploaded the package to this PPA:
https://launchpad.net/~rbalint/+archive/ubuntu/scratch/+packages

The upload is a backport to Artful since the Bionic release is not accepted yet.

   * Update packaging for changing set_hostname to google_set_hostname
   * Ship apt config to prevent auto-removal of google-compute-engine
