Thank you for taking the time to report this bug and helping to make Ubuntu better. If you want set a color background you should select the "No Wallpaper", how are you planning to see the color if you have a background on top of it?. however you can try is install the gnome-background package, in that package there is a couple of transparent wallpapers and you will see the color in the back. thanks
