no, when nsWindow::Create is called, nsWindow::CreateRootAccessible tries to get the accesible with nsWindow::DispatchAccessibleEvent, but at nsWebShellWindow::HandleEvent docShell is null, so it never calls to presShell->HandleEventWithTarget for getting the accessible.
