Humm, not sure. What happens is that we do not create the accessible tree until the window gets activated. In gtk that happens after:

nsWindow::OnContainerFocusInEvent --> DispatchActivateEventAccessible --> DispatchEventToRootAccessible(nsIAccessibleEvent::EVENT_WINDOW_ACTIVATE)
