He's not the only one. I alos have this issue. Please see the attached screenshot. That's what I got on first login.

If I log out and log in, all the applets are correctly loaded.

All I can say is, on my machine, the log in sequence is quite long, especially after a reboot. So may be some too short timeouts are involved in this bug. Timeouts that are not reached in the second warm log in sequence.
