I confirm this bug. I have a the same problem on my system (Thinkpad T60p):
the Brightness Applet changes the screen brightness and updates the on-screen pop-up window accordingly, if I move the (software) slider on the panel icon with the mouse. But the pop-up window and slider states do not change if I use the Fn keys (although the screen brightness does actually change).
