Running 9.04 on a single display, Inspiron 1525, I also get an error message:
"""Did not receive a reply. Possible causes include: the remote application did not send a reply, the message bus security policy blocked the reply, the reply timeout expired, or the network connection was broken."""
* Although the messages are different, it looks like there's a shared problem with the policykit configuration for the display settings manager.

As you can see from the screenshot above, the dialog appears behind the display manager when compiz is enabled. It appears on the upper left of the screen when compiz is disabled, but still does not have _focus_.
