There is a problem with the workaround mentioned above, though. If I set this up, then dragging and dropping apps to create app folders break.
If I try to drag and drop an app to the bottom edge, the dash won't change pages so I can drop the app to a folder located there. It does work if all the folders are located on the first page, so I can indeed drag to the top and the dash will change pages.
